Cannot connect to public wifi

Have an Essential with current OS, just recently cannot connect to public WiFi at Starbucks or other chain restaurants. My home, work and Indy cafes are no problem. Just in the last month, no new apps. Cannot find a solution. I'm desperate.
It either times out or rolls the agreement page over and over.

Welcome to Android Central! Go to Settings>Apps, tap Menu>Show System, and look for something like CaptivePortalLogin. If there's an app for that, select it and clear its cache/data. Now see if the problem persists.
