Why am I getting this message?

I get this message on my phone, that says "restricted access change. Data service is blocked". I've read just now, that this has been happening everywhere, and it's now happening in Philly too. Anyone that can help me grasp what this is all about, would be appreciated.

Everytime i call, it says "nobody's available to take your call at the moment".

I see. Well, goodness only knows what's causing it, but if your carrier cannot or will not help, we shall have to do our best.
If many people are affected, it suggests that it may be due to a software update sent out by the carrier in question. Have you had any of late?
It may also be due to work being done on masts. So far as you can find out, has there been any?

Something you might try is toggling Airplane Mode and Mobile Data, also removing and reinserting your SIM card.
