This may have already been addressed but why again must you be on a Wi-Fi connection to be able to receive this ota? I mean, I'm hardly ever in a position to use Wi-Fi..when will the ota be available over the mobile network?..

Don't know it this is the reason, but used the trick many of us used to update to 4.04, worked again, except I did a force stop FIRST, in GFS and then cleared the cashe (reverse order to what I had been doing) and it work the first time. Now successfully updated to Jelly Bean. Nice. Have no fear, you can't hurt this silly thing.

When I reversed the order, it worked. I tried for 3 or 4 hours the other way, that is, clearing the cashe first and then force stop, and I noticed there was still data in the cashe every time with that process. By reversing the order, I got 0.00 in the data field, and it worked the first time. Have no idea why, maybe just luck. (not rooted)

Ok. Just got my girlfriend's to update. Did the Google Services framework thing multiple times with no luck. Then I killed mobile data and tried it as someone suggested. Got the update immediately after that.

I have tried this so many ways, with mobile data off and on and GSF forced stop and so on, none has helped. It's 1:30AM.
