They are just teasing their next Uncarrier announcement. They only mention the Note 8 as an example of a high end phone that Tmobile could offer some sort of price reduction if purchased outright. Usually aren't any leaks on these announcements so we will have to see what happens in a few days.

My credit card just got charged the $16 for expedited shipping, and I got an email to that effect. They said in the email that they'll send another message when the phone ships, which logically suggests it did not ship. This did not prevent me from checking UPS tracking again.

I agree. I don't think Samsung wants a lot of cancelled orders. Plus having them in people's hands will up the hype.

Correct. Some use FedEx. And Samsung.com uses FedEx.
