I wonder if the Thunderbolt is ready but it's Verizon's LTE newtwork that's the holdup. AT&T had no problem releasing the Inspire. While the Bolt's hardware is more complex than the Inspire's it's still nothing that difficult for HTC. Verizon has still not released specifics on their LTE service for handsets and all the Bolts' ads focus on 4G.
They already apologized on their twitter status:

You do realize that AT&T basically renamed their 3G HSPA network as 4G right? And Verizon has been creating a brand new separate network to run a new set of phone on... The Inspire, for all intend and purpose, is a 3G phone right now. It doesn't download that much faster than the iPhone 4 on the same network.
You realize that at peak speeds, VZW 3g is considerably slower than an HSPA network, right? VZW has to do LTE because it can't get any more speed out of its current one.
I have a co worker on t-mobile. I was getting 2mbps down and she was clearing 5 mbps. Her speed was more than twice as fast as VZW.
Don't act like VZW is doing us a favor. Their network is reliable but is slow in comparison with everyone else out there.

My point is, that the reason why AT&T can put out the Inspire 4G quickly, and have it work on their network, is because they haven't done anything. AT&T rebranded their network to be 4G just like T-Mobile has done. VZW created a new network on top of their current EVDO infrastructure.
The only dates I recall are CES "as early as March." VZW tweeting TB earlier than expected.

ATT and the others can get away with not having an LTE network because they just lied instead and call their network 4G.
OK but then what dose VZW twitter saying "sooner then expected" mean... To me that would mean sooner then March, like I dont know late Feb. maybe? Yeah there was no date but that sure dose make me think its coming before March 1st and the 1st is getting pretty close to being here and still not even a date has been set... If March roles in and there is still nothing thats BS.
